Today we face challenges from a State GOP that is increasingly hostile to the interests of bottom-up representative government – particularly with respect to the selection of primary candidates. There are clear grievances that have been raised over many election cycles, but have not been substantially addressed, and by extension, in representative government more broadly. These long standing issues prevent the PAGOP from generating the confidence in our primary elections that is critical to party unity.
A basic philosophical difference lies at the root of this issue: representative government is bottom-up, not top-down. However, the PAGOP has found it appropriate to routinely make demands “from the top” for county committees to fall in line with support of candidates who are not selected through a proper democratic process. To justify this, they have employed tactics of intimidation and threats to coerce county chairs and committee people to get on board with hand-picked top-down selections. This is not how representative government is supposed to work.
Grassroots Unite PA is broadly supportive of the Republican platform and is well-positioned to be a vehicle through which these challenges can be addressed. We are organizing counties to advocate effectively for the candidates of their choosing, according to the dictates of their conscience – not the coerced dictates of an establishment.

Grassroots Unite PA (GRUPA) formed in early 2021 in response to the lockdowns, medical tyranny, and election “irregularities” in Pennsylvania. It grew as a coalition of independent grassroots groups and has effectively served as a communication and planning platform for ideas, resources and events. This coalition has been used to organize in favor of a Conservative America-first values, and against the establishment that opposes those values.
Legislators & Candidates
We work to replace legislators and local officials that lose our trust and confidence. Legislators and candidates retain the trust and favor of GRUPA because of their commitment to the issues, and their leadership in that regard. GRUPA expects legislators and candidates to be good stewards of the trust we place in them. The trust in these relationships must be stewarded by all parties to those relationships. Those found to be dishonest or opportunistic in their dealings with GRUPA, or exploiting the relationship for personal gain rather than shared values will be subject to dissociation from future support. GRUPA may issue public statements regarding those who betray this trust.

Members are expected to operate legally and peacefully in pursuing the redress of grievances. We will not tolerate, advocate, or support any endeavors or actions that are unlawful or illegal. We denounce such tactics.
At the same time, we assert the protections and recourse afforded Citizens by the Constitution of the United States, for peaceful assembly and petitioning government for a redress of grievances, and recall the words of the Declaration of Independence:
“…when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.”
GRUPA is a coalition of members committed to working within the framework of the Pennsylvania and Federal Constitutions, availing itself of all legal options to achieve its goals. GRUPA members are not responsible for the behavior of the members of their respective groups, but they are expected to lead their groups according to these standards.
