SB1103 – 3 pages.
This bill aims to mandate perverse material which will be referred to as “instructional material” – even when strongly opposed by school boards and voters. IF this bill passes in the Senate, it WILL become law in Pennsylvania. This bill effectively outlaws representative government. How? See page 2 of the Text of the bill.
DANGEROUS HIGHLIGHTS & TALKING POINTS:
– Requires adherence to best practices of the radical Left American Library Association (ALA) as a condition of receiving state funding (which will be most funding now that the Dept of Education is being de-scoped).
– Even conservative school boards will not be free to govern according to their consciences or citizen-led feedback.
– Will apply, in its entirety, to charter schools.
– Forces taxpayer funding of such content; municipalities will not be able to reduce allocated public funding for these purposes.
– This means “instructional material” about gender identity, sexual orientation, and political / religious content may not be removed under any circumstance.
– Applies to materials used for classroom instruction as well as library resources that are made available to students.
– Parents will have no ability to know what resources their kids are being exposed to.

In April of 2025, the ALA elected Emily Drabinski – a lesbian Socialist – as its new president. This is the organization who’s practices Pennsylvania will be REQUIRED to emulate, should SB1103 become law.

ACTION: – This bill is presently in the Senate Education committee, chaired by Lynda Culver.
– Call Senator Culver (contact info) and make sure she knows that this bill must never see the light of day.
– Senator Greg Rothman (contact info) also sits on the Education committee, and is the current chair of the PAGOP as well. He should be a reliable NO vote, but could use his platform to ensure that the public is aware of this terrible bill.
– Other Republican senators on the Education committee should be using their platforms to raise awareness to their constituents.
